Capital Improvement Program - Engineering Division
Program Description
The Capital Improvements Division ensures quality design, oversight, construction and renovation of the City’s transportation system and infrastructure in order to secure a high quality of life for Petaluma’s residents, businesses and visitors.
This Division performs the following services: 1) design of roads, bridges, and adequate lighting for the City’s streets and roadways; 2) design oversight and coordination of the City’s transportation system and building infrastructure/capital improvement projects to assure safe, high-quality City infrastructure, 3) post-design engineering work, surveying, project inspection and contract administrative functions for capital improvements.
The Division also maintains a Pavement Management System (PMS). The City maintains a database of all streets with a uniformly calculated numeric rating of the condition of the pavement. A computer program, using the calculated conditions, computes the most cost efficient way to use the available budget to maintain our streets.
Funding
The Capital Improvement Program is funded from many sources, including, gas taxes, traffic mitigation fees, community facilities funds, special assessment district funds, state and federal grants, and interest earnings. Although the CIP Division is within the Public Works Department, division staff oversee Petaluma Community Development Commission (redevelopment) funded projects as well. Expenditures vary based on the funding source, but are for construction, maintenance, repair, improvement or lighting of streets and alleys and City facilities.
The Division is currently revising the 5-year plan, which is a list of specific projects, estimated expenditures and funding sources.
