High Efficiency Toilet Rebate Program

Get a $150 rebate for each qualifying high-efficiency toilet (HET) you install! The new HET must replace older toilets that are designed to flush more than 1.6 gallons per flush (gpf). This program is available to all City of Petaluma residential water and sewer customers. See “How to Participate” below for details. Rebates are available on a first-come, first-served basis, while funding is available.

Efficiency is key and it does not mean sacrificing! New, High-Efficiency Toilets (HETs) get the job done with less water, without reducing performance. They are specially designed and rigorously tested to meet performance standards. These toilets really work well! How to Participate
  • Get pre-approved. Before purchasing your new HET, call the Water Conservation Department at (707) 778-4507 to determine eligibility and to sign up for your free Water-Wise HouseCall. A Water-Wise HouseCall is necessary to verify that the toilet(s) you will be replacing flushes more than 1.6 gpf. Pre-approval must be obtained before you replace your existing toilet(s). An application form will be sent to you upon pre-approval.
  • Purchase and install your qualifying HET. Toilets not on the City of Petaluma list of qualified HET’swill not be rebated. Please contact us if you have any questions!
  • Recycle your old toilet. All old toilets (porcelain) must be recycled at the Petaluma Recycling Center, 315 2nd Street, Petaluma. Please submit your recycling receipt with you rebate application. Hours are Monday through Saturday, 8:00am to 5:00pm. Please remove all hardware, plastic, rubber and seat from the toilet. Only the porcelain portion of the toilet is to be turned in for recycling.Toilets with attached hardware will not be accepted
  • Send in your completed application, the original receipt for the new toilet(s), and the original recycling receipt for your old toilet(s) to the address on the application.
  • Once your application is processed, it may take up to six weeks for your rebate check to arrive. An inspection by a City representative of the newly installed HET(s) may be necessary before issuance of the rebate check.
About HET’s

High-efficiency toilets(HETs) are fixtures that use at least 20% less water than the standard 1.6 gallon per flush (gpf) toilet. On average, HETs use 1.28gpf or less, depending on the model. Generally, there are two types of HETs; dual-flush and pressure-assist.

  • Dual-flush toilets save water by offering two different flush volumes; one for solids and one for liquids. By selecting which flush to use, you can reduce water usage by using only what is needed. Most dual-flush toilets use 1.6gpf for a full flush and 0.8gpf for a reduced flush. Studies show that dual-flush toilets will average about 1.2gpf.
  • Pressure-assist toilets have a sealed vessel inside the tank that compresses a pocket of air inside as the water fills. When the toilet is flushed, the pressurized air forces the water rapidly into the bowl, creating a powerful, fast flush that has a “whoosh” sound. The flush can be slightly louder than standard toilets. Most pressure-assist HETs use about 1.0 to 1.2gpf. There are also pressure-assist dual-flush HETs.
